Jean-Luc Dehaene, Prime Minister of Belgium for 7 years, replaced Wilfried Martens on 7 March 1992 following a period of political uncertainty caused by inconclusive elections in November 1991. Martens had led the country for most of the previous 13 years. Dehaene was replaced in 1999 by Guy Verhofstadt, following a devastating defeat of the Government which was largely due to the fiasco over the Marc Dutroux pedofile case.
